We need new mandatory fields to accept RGPD and Usage terms on contact
form submission. But this app may be used without exact pinned
version so it should be optional for retro support.

This new feature is optional, except it require to perform a new
migration so new fields are added but they are only enabled and
mandatory on form if their respective settings are enabled.

Also this version update Jenkins file for our release system.
